Sudoe anti-fraud plan
According to the European territorial cooperation objective, the Government of Cantabria is the Managing Authority of the 2014-2020 Southwestern Europe Cooperation Programme (Sudoe) which is operational in Spain, France, Portugal, United Kingdom and counts on the participation of the Principality of Andorra.
One of its main responsibility is to reinforce, as far as it can, an Anti-Fraud Plan, which enables efficient and proportional measures according to the detected risks. The later aims at having a deterrent effect regarding fraudulent activities. Furthermore, it supports prevention, detection and procedures development, which could be helpful for its investigation and application when it proceeds.
Among the documents recommended by the European Commission, there is a model for voluntary use addressed to the Managing Authorities in order them to restate their position regarding fraud and corruption. In this sense, the Sudoe Programme Managing Authority has adopted a Declaration against fraud, an Ethical Code for both the Managing Authority and the Joint Secretariat of the Programme and a list of fraud mechanisms regarding contracts.
